Under the FCT mass housing programme, land was allocated to private developers to deliver estates at scale. Many estates in districts like Lokogoma, Galadimawa and Lugbe began this way.
When you buy in such an estate, the developer may hold the head title and issue sub-titles or assignments to buyers. Check how the developer’s title is structured and whether individual units can get their own title.
